Yes, Hong Kong has two official languages, Cantonese and English. HKU is taught only in English unless the entire class is local students. Hong Kong is a very international city, there are many people from all over the world and they all use English to communicate. All street signs are also in English.
I don't think there is a 3 month program, but trust me, you'll want to stay longer even if you do a 6 month :)

1. What's the academic atmosphere? I heard once Chinese kids get into college, they become more relaxed.
2. What's the student population like? Ethnicity percentage, etc.
