@chippacketz It's been pretty well documented how spies use number stations, there is not much question to it. The groupings of numbers usually correspond to a letter. Additional stuff could be anything, like importance of the message or a date or something. But the coding and decoding is all done with one time use pads which make it impossible to crack.
