in the world of naruto, everyone is a ninja, if your not a ninja your a civilian. therefore the ninjas are the millatary. Which means the people are rulled by some sort of militaristic govt.
While the "ninjas" call them selves ninjas, they actually don't practice any of the ninja arts. Most of these ninjas would rather cast a spell then use stealth to off thier foe. Ninja's in the Naruto world apparently dont believe in stealth as they are often seen during the day and always wear bright colors
