Thats what EVE is all about, if they took away scamming it wouldn't be the same. They actualy want it to happen to see how creative people can be.
@Kerns0Phoegon This is legal as OldMav pointed out, this is a community where- it resembles the trade world, just without a law to constrain. I can say that if they (phaserinc team/ inc) wanted a job in economic or trades; they could even put this on a resume and it'll help promote and highlight there smarts in that field for real corporations. People play this for the "risk" and the hunt.
There's a few investment groups that has tried to pull this off in life, you can find the info on the web.

Seriously? .. they admit they scammed and it's considered legal? ... I'm not playing eve for the lack of backbone in enforcing community security.
