tick is easy enough

the blue card is at the bottom of the deck

to shuffel you take cards from the middle and put them on top. (keeping blue card at bottom)

place the chosen card on top of the deck then put the stack of cards (with blue card) over it.

now you know that the card after the blue card is the chosen card. you just have to be careful picking up the cards since you have to grab the blue card and the one after it ....
