I seen the guys up in Jersey do this too. Several of my friends on various FD's have gone through courses similar to this.
I've always said they should have a "Towing and Recovery" equivalent as well, but that won't happen in NJ. Everyone is too busy trying to cut the next guy's throat. What a shame..
