The "guy" isn't really a guy. "He" is really a "she".

Her name is Utena Tenjou and shes from an Anime called "Revolutionary Girl: Utena"

In the earlier episodes she had Long Hair, but, Later on in the series she decided to cut her hair short, giving her a Boyish appearance
