The racist guy wasn't the actor. He was the actual owner of the car who had parked illegally. He tried to get out of his ticket by claiming the woman was his passenger, but it was obvious he didn't even know her. When that failed he resorted to racism and insulted the traffic officer. The actor didn't get involved in that particular exchange.
