But legalization of this art form is also encouraging the expression of a person through a unique art form. graffiti should be legal on everything except buildings, streets, and private property, but real writers never hit up those things anyway.

A lot of modern graffiti art has been inspired by gang activity. especially in areas like LA and philly. most of the guys from msk take a lot of inspiration from 80's LA gangs. the reason why taggers these days don't respect it is because of this modern "prison gang" mentality. graffiti (as in the hip hop movement and culture) is completely aside from gangs, as most of the earliest writers (afro, taki 187, etc) had no gang affiliation. Although, gangs have inspired some forms of it.

There is a very large line between graffiti art and gang graffiti. real graffiti art has no direct relation to gang activity. people do not do it to piss people off, nor do they do it to mark their territory. Now, if you'd like to stop gang graffiti, why not snip the root and try to prevent gangs?

To the gangs some tags are considered a disrespect and in more metro cities, some gangs have a "green light" on taking down "taggers" who have ignored the turf issue.
