The composer is Yann Tiersen. The song is called Comptine d'un autre été. It was in the movie Amelie.

we all want what we can't have, or can't do. Flying has always been something humans have wanted to master. Is there something you'd like to do that you can't right now? I'm sure if you could it'll feel like an amazing thing...
