When I was in China last I got told to relax the mind body and spirit before doing any forms. This comprised of doing 8 relaxed breaths. I think this is what he is doing. I think there is a number of reasons for this:
A.After 8 breaths you are in a suitable frame of nimd and you are relaxed.
B.You become aware of a natural rythm so you do the form in a natural timing and rythm.
It's not really Yang-style; all the movements are Yang-style, but it was composed by a Chinese government council in the 50s. But yes, it is very easy to learn, and has many good fighting techniques in it.

In the video, he stood there for about 20 seconds.
In the actual demonstration, he stood there for about a minute before moving.
As for the quality of the video, it was shot using a mobile phone, so you may want minimize it instead of using the default window size.
