In WW2 the Americans also had Concentration camps for German POW's (changed the definition of POW so that they didn't have to abide by the Geneva convention on Human Rights), and of course camps in the USA itself for Japanese American born people based on their race.

That said, for expediancy sake, it is necessary to round them up first then deport them in large numbers en masse. In the long run detaining illegals first and holding them in detention, then shipping them out in the thousands is far more cost-effective than sending them one by one.
