There is some basis for that argument yes, without the influx of cocaine FreeWay Ricky Ross acquired from the CIA contact there never would have been a reason to create crack cocaine. The idea of freebase (crack) is based around the idea of distribution found in many companies, a smaller product with more "bang" is much better to market then kilo's of cocaine powder. He was pulling in so much cocaine that he needed a better way to market it in order to sell it all.

I speak from experience when I say cocaine is not easy to acquire, so for some one to think about the possibility's of turning it into a more efficient product like crack you would defiantly need a large supply such as what they were bringing in from other country's via military helicopter to fund "black operations" such as the Contras scandal.
