I saw this short in the late 90's on cable access in Austin, TX and it moved me like nothing I've ever seen before. I loved it and spent years looking for it again. Thanks to a Redditor (herenorthere) I can experience it all over again and share it with my friends. Thanks for creating this amazing film. It's brilliant!

I saw it on spanish public television. The program is called Metropolis (still ongoing. (wwwrtve.es/television/metropolis/ It's about contemporary art)
It was during the 90's. I think something like 1995-97, but not completely sure.

I`ve been looking for it for years! Back then I saw it on an art tv program during the 90's on my country, Spain (the tv show is called Metropolis, TVE public television), and I even taped it on video because it was so great. I remember they said it was made with Flash program, no sofisticated effects but a wonderful result.

Chuck, So glad to see this video available online. This film is a good example of oppression in Human Rights issue especially for the Deaf culture. They have fear of colonization of cochlea implant users that they prefer not to use Sign Language among mainstream world. I just watched this today in my Scriptwriting for Animation class with Skip Battaglia and also Sten Mckenzie is in the class. I have to say the storyline is amazing. for me the timing is a bit off at the end because I did guess the surprise or the resolution to the climax and design wise for 92 it's astonishing!. Thanks!

I retold the story of this little film to many people, but of course it didn't translate that well. Today I guess I just entered the right combo of search terms and I found it! I saw this clip at a short film festival at the George Eastman house in Rochester, NY about 15 years ago, and I absolutely loved it. If memory serves correct, I think the festival was called "Movies on a shoe string". Chuck was a senior in college or recently graduated when he submitted this clip. I think he won an award for best animation that night.
I looked for this clip on-line from time to time, hoping that it would surface on the web so I could see it again.
