The fact that this kind pseudoscience is supported by the Korean Consumer Protection Board is less shocking than the fact that people still believe in the pseudoscience. It has nothing to do with being a Westerner or Korean, it has everything to do with believing in an urban legend explained through junk science.
i know that it is not real but, the idea is common also here in japan. almost all fans have timers. when i was a kid, i was always told not to keep it running in bed. haha
There's fan death also in Japan? (I thought it only existed in Korea). I'm going to seriously ask my friends in Korea and Japan to push for legislation to have warning labels on every fan to use with caution.

Wow, I've been sleeping with a fan blowing on me in a closed room for 53 years, 365 days a year.
My guess is that, sometime in the next 35 years, the fan is going to take me out.
