It's Isaac's voice. He has a pretty strong lisp and he sometimes hides it by layering his voice by essentially singing backup to himself. If you listen to some older stuff, you'll notice he use to do it a lot more. Also, in this song, the backups are being sung through a rigged mic to make it sound like his voice is coming through a CB receiver or a megaphone. Another song, where it is more prominent, is The View.
