Phil can play any style he wants to. If you look up Def Leppard 'Wasted' Live 99 performance he shreds the hell out of Steve Clarks riffs and adds his own cool little parts here and there.

He was also better at improving.

Well now, hold on a second. There is a specific technique that is used to detemine "fastest". Is Malmsteen fast with his sweep picking? Sure. But the record is based around ALTERNATE picking. And Phil is AMAZING at that. Not two-hand tapping, not sweep picking, ALTERNATE picking.
