Go to gta4(dot)net/map. The 2 Bohan pigeons this video doesn't cover are numbers 69 and 70, both on top of a Cleaner's building near your safehouse.

This isnt a crappy prize, if you have only the piegons left you will recieve 2 achievements and 100G + 50G = 150G

As stated in the description, killing all 200 is a requirement for getting 100% completion. In the Xbox 360 version, getting 100% completion gives you an Achievement (Key to the City) for a whopping 100 Gamerscore. In both the PS3 and 360 versions, getting 100% also lifts your ammo restrictions, meaning you could carry over 100 rockets, grenades, etc.

An easy way of finding out which ones you missed if you're using this video is to download a map with all 200 pigeons and load it up in paint shop and re-watch the videos and airbrush out the corresponding dots. You'll see which ones your missing and know where they are. that is if you followed the videos to the T. Great walkthrough. Made getting all 200 the second time way easier.

i finally found it, its the one in algonguin on middle park. what sucks though 100% is not worth the effort. all u get is no ammo limit, so i bought and max all my ammo so when i went to reload all the ammo went default. i was so disappointed having to spend that much cash esp the rockets
