The promoters just understood that it was better to allow than to fight it. Hell, I would still buy the live DVD of the show.

If I ever get to see them live (never have), I'd try to get some of it on film. Sadly, they won't be around for much longer, and I'd like to have those great memories to look back on film.

1st: This IS NOT a MAIDEN video. Its Bruce´s solo project accident of birth tour in 1998
2nd: In 1998 it was not necessarily usual to bring a video cam to a concert. As you can see on quality and size of the picture it was at least a semi-pro cam, so you can assume that the person used the camera had ambitions to sell it as a bootleg.
Today, times changed, everyone has a camera cell phone and websites like youtube spread fan video stuff all over the world. But not for profit.
