Not really. Zeus's Static Shock deals damage according to enemy's HPs, so the higher HPs they got, the more damage it will deal...

But anyway, Zeus is an early ganker. So when all have 25 lvls and enough items, Zeus will be done...(especially with some heroes have magic resistance like Viper, Bristleback or Butcher)
