The Burmese python problem in Florida could probably be solved in a month with a $50.00 a head bounty, no questions asked.
I'm not saying the problem bear deal can be handled the same way but if the wildlife control types were private contractors paid according to statistically how well they reduced bear incidents rather than phat $75k per annum with-full-medical-and-defined-benefit-retirement-plan types just going through the motions, I bet we might just be some real results.

These well-paid Ranger Rick F-wads in Florida and elsewhere have no interest whatsoever in actually solving the problem they're ostensibly there to deal with. They want to perpetuate their phony-baloney jobs.
These clowns spend all day rounding up one or two of those Burmese pythons reptile invaders and placing them in some kind of frickin' petting zoo.
Tell me about it. I've seen other clips about bear control in ski towns. The most important weapon in that game isn't the KBD, it's having the authority to fine the pants off residents who feed the bears or don't obey the trash handling rules.

Yes, black bears often run "most of the time." Growing populations of black bears and humans has both interacting with greater frequency. More and more frequently, black bears are not running. Investigations into death-by-black-bear incidents, though still uncommon incidents, conclude that some, just some of these, appear to be predatory behavior, which is a pretty new behavioral development.
For polar bears, noisemakers. Flash-bangs, shotgun, best is a dog. Simple, but never a guarantee.

'bird-shot" or "pepper-shot", which releases a spray of tiny round pellets which hit the dense fur of the bear and are stopped there. They do not_ break skin but do cause a surprise stinging sensation.
I have been shot with this kind of round before (in an entirely different situation). It shocked the @$!%@%! out of me and hurt, but didn't break my own skin. And I don't_ have the dense fur like a bear does to cushion the blow.
The 2nd kind of round are "cracker" shells and there are two different types used; bottle rockets or firecrackers. They also are meant to have the bear associate the human experience as unpleasant, choosing instead to stay away from people's environs.
All in all, I much prefer to have bears stay alive versus the of killing them. I also prefer KBD's to the economic infeasibility of having Park Rangers/Police/Fish and Wildlife officers/hired-hand pest-control types chase away the same bear again and again over the course of many years.
Nothing like having a retired city-neighbor who recently purchased a seasonal vacation home in bear country who deliberately leaves goodies out to attract the bears. "Isn't this wonderful" they croon to visiting friends, proudly demonstrating their connection to wild America.
Then they leave, and year-round residents have to cope with bear break-ins, destruction, and mayhem as the fed-bears look for the easy, human-provided meal.
There is a saying; a fed bear is a dead bear.
In an area that has the services of a Karelian Bear Dog team, this dictum holds no water.

I don't run in the Cook County Forest Preserve killing my dinner. So I don't want g--damn coyotes hunting in my backyard.

It seems like they’re being cruel, but “hard release” is necessary for the bears survival. You bear that hangs around humans is a dead bear.
