Its not Neon lol, they are strips of LED lights, and yes the directions are crap. Yes they hook directly to the battery, but mine has a control box and remote control so i can turn them on/off at will.

The LED are hooked up to a control box that came with them that has a sound sensing ability. Just search ebay, thats where i bought mine. and that song is from DJ Inphinity and its called "12 Inch"
