I have grade Arab mare who is the same way. I have had her for 4 years and am pretty much stuck with her because she is still unpredictable. I have to be on my toes all the time with her and with this market nobody wants to deal with that. I see you are using treats. Clicker training helped me with her more than anything else. It helped to reduce her reactions but it is difficult to completely eliminate the spook in horses like this. Good luck you are doing a great job.
