I'm not rushing progress - the progress is already being made. Check out anything made by Nekton Research, the robot company, especially their various robot turtles. To get lifelike maneuvering, one needs lifelike power levels. !00 watts/kilogram is about right for useful action. 1 watt/kg is what a lot of toys (and most other research bots) have. Think BattleBots/RoboWars, but wet.

Sharks have a sensitivity to electric currents.. so one of two things would happen. 1.) Shark attacks the robot and "kills" it. 2.) The electrical current disrupts the shark's navigation, and shark dies because it can't see where its food is.
