how do you get this to work in GENS+? it's an ips file i know, but how do I change it into a .gen file or a .bin file?

Search IPS Win on Google, download it, open it, select the ips file then select a clean copy of Sonic 2 and wait for it to convert, then open the rom up, and the ips should work =)
