Oh, I actually think it was the first time... In episode 208 he asked if Brian wanted him to fuck him, but... Brian being Brian refused to admit that he did, and said 'I want yo to wash my back'.

I think Justin saying 'a man needs to be able to ask' is also slightly refering to that, and I think Justin not having pushed the issue before means that he has never topped. Brian would never ask for it, and Justin has been too afraid to push it.
