They still can't stop it. "Cap" does not mean what you think it means. The cap is a method of redirecting the oil in a way that allows for better results in pumping it from the line. This "cap" addresses both tears in the line. The leak will not stop until the line is pumped with sealant - which is why the relief wells are being drilled.

Also, blame the media for the blackout. Laws rarely stop investigative journalism.

But that doesn't seem to be around currently.

A petrologist? Did you make that up, or is it for real? And if they were charged by the gallon of oil spilled, what difference would dispersants make? They're going to go by what's coming out of the pipe. Id say they're using dispersants to hopefully lessen the clean-up costs.
