When he went to Rome he was a pilgrim like all the others. All his hearings were in Germany though and he had to go ahead with his reform because the established Church couldn't give him the answers he wanted.
Had they done so there might not even have been a reformation at all, with the formation of a new church but a reform of the old Catholic structures.
I can't imagine living in a world where the church IS the state. Sounds like hell on earth.
