you have to be atleast level 20 and its at a shrine but i cant rember which one soz

but yoo have to go through almost like a arena but in oblivion its well good fun

Teaching someone to set up particle systems in max would take to long, and probably not really teach anything useful - I suggust just DLing the Max particle tutorials and starting from the begining.
