Go to the fortune teller in the underground rougeport,he will give you clues.

talk to the mayor with bobbery as your active partner. he should give you a clue that leads you to another man, and he tells you to go to another guy, and eventually it'll lead you back to the frozen town, where you enter general white's (the bob-omb dude) house and when you wake him up, he'll give you access to the cannon.

THELINKINPARKREAPER: Seemed like a pretty good run to me. Practically obsolete. I wonder how you're going to take down the bosses without leveling up. I'm guessing with items.
