This one came before Sonny. Kal David told me he saw pictures of this one along with Sonny concept art before they started recording.

I've lived here for 4 years and I still have no clue what he says, all I know is he turns aroudn peridoically and no one really listens. One thing I do know is this, I have been to Tokyo Disney when it's full (yes, full as in no one else except hotel guests are allowed in) and star tours has a 1 minute waiting time as opposed to the 200 minute times all other rides have. I think Star tours needs some love :-( It's a great for killing time between fastpasses though X-D

Because he was created as a lounge singer for Cosmic Ray's Starlight Cafe, and there was really never any reason or demand for him to be anybody other than that.
