Closest I've got was not able to be put in distance, but in time, I was 00.097 seconds behind the C4 Citroën!! And I was wrong, by the way: Tuning is unlocked after completing the game(A-class)
I've just managed to win with a 0.324 lead. I did this after completing the a challenge and then tune the car to the following specs:
Ride height: -30 both
Spring rate: 1 both
Damper: 1 both
TOE: -.05 both
Chamber: 2.0 both
rest is stock
there might even be some room for better tuning, just let me know

Good try, I have exactly the same lack of skill to get 1st, got 2nd one try: After that: no more luck.
PS: Keep on trying, if you get 1st you can unlock a "tuning" menu.
