No, this is not penguin storm. I'm pretty sure Penguin Storm wasn't even out back then or at least I never knew about it back then. This was for a test server Club Penguin let us do called the Club Penguin Improvement Project in 2008. Those of us who participated got a red hard hat. This happened to be April Fools day and anyone who logged on the the test servers were transformed into a green puffle. CPIP is closed now but you can still see the website at clubpenguin com/cpip

No, green puffles testing were ACTUALLY true. It was never shown on the Club Penguin official website, however. It's on a different site, where Club Penguin asked those who visited it to test a couple things. A while after it ended, penguins who tested it got a free item.
