I think Scarecrow could beat Joker, he doesn't have to get close enough for hand-to-hand combat, because of his gas, also his gun (with hallucunagenic tranquilizers), his matches and gas packets, in one episode, he carried them and trapped Batman in it, and he's psychologically discouraging. Even though Joker has his acid flower and cards, his acid has range limits and his cards can be thrown very rapidly (really they CAN!) But, with SCARECROW'S arsenal, cards are not much help.

To be honest I only think that you are familiar with the main stream villains and that you have never owned more than one actual batman epic like "killing joke" or "year one" or "long Halloween" when you have these and are familiar with more than 10 villains then make a list.

It all depends on what you mean by "best". Hardest villain to defeat will probably be red hood because there were 2 novels about him and he is hard as. Also the joker isn't hard to defeat because the batman allways catch
