For the same reason why nobody could tell Clark Kent was Superman (and he wasn't even wearing a mask). True, their voices have the same color, however, what makes a "voice" unique to an individual is not the tone but the WAY one talks, choice of vocabulary, accent, attitude, bearing. People don't see the similarities between Peter's and Spiderman's voice because they don't expect them, don't look for them, and even if they do notice them they disregard it as unimportant trivia.
