The "Wire" is his lease that is connected to what seems to be the table. You would see this if you watched the end when he gets distracted by the person behind him. He maximizes the distance to the end of his leash so he wont fall over. My neighbors dog used to do this outside to stand up.

My Chi walks like this when he is begging. And true if your dog has been rewarded for this behavior the dog would do it all the time. And yes at times you must leash your Chihuahua in the house because they are very smart about getting negative attention. Running away, peeing, anything they can do to get you to pay attention. Good attention or bad a Chihuahua doesn't care. . A Chihuahua has such a sensitive throat if the collar was bugging him he'd be in convulsions from gagging.
