It's Maximus Arcade, it's a MAME frontend. Google it up, you gotta pay for it though, but it's totally worth it! Man, I'm completely in love with my MAME arcade cab, I'm gonna build this WeeCade, with my own skins to it, cause I need a small bartop arcade to conserve space. =P

Yes and no. The older games often requires no more than 2 buttons, and this machine is dedicated to the older games.
