when you kick, your hands are down naturally. that's why he was koed by spinning kick as counter attack. most kos came from counter attack in tkd. anderson silva and jon jones are best strikers in world. they dislike the hands up. but they have good defense. why? they keep distance with moving step or moving upper body. so they can avoid any kick and any punch. blocking with hands up is not necessary.

@Tyked1 A new guideline now is to always bring your gaurd up when you kick, although I can't think why they didn't do that before. Trouble is if you kick full power at someone and they block then you could end up breaking bones in both people, which isn't really the point of competition sparring. :)
