I agree with your last sentence but USCIS has to be more stringent. I used to live in San Antonio, TX years ago as a young man and I used to hear Mexicans complain about lack of work while their relatives crossed the border and took their jobs. I was a brick mason then so I had first hand experience of who was who. Several of them admitted they were wetbacks and had no green cards. I don't know how but they had driver's licenses.
