Water on Mars is in solid form, the atmospheric pressure on the planet is insufficient to maintain water in liquid form, and the escape velocity of the planet (due to it's mass) is far to low to hold any significant atmosphere. Well according to what i learned, Mars used to have water, it was a proper atmosphere with a good liveable place. There used to be water, and heat, volcanoes, however the size was much more extreme than that of earth. However the atmostphere was then stripped, and the uv rays and the unprotected survace then dried and froze up leaving it being attacked by uv rays as well as being frozen.
