I think its instinct driven. Before humans domesticated them, dogs had to scratch themselves. Their legs do that when they are scratched because usually it would be their legs doing it. Its muscle memory.

i reckon its the same sort of thing as when you hit your kneecap slightly and your leg kicks out. I i can't explain th science behind it though, god no i cant do science me.
