There is a much more interactive way in Bowser Jr.'s ship. The last time you are on it (the level before Bowser's Castle) Near the beginning where the bullets are firing in every direction, go to the spot where each spot fires multiple bullet bills. Jump from one to the next and you should easily be able to get 99 in one or two tries, depending on if you mess up

I got 99 lives from the Bowser Jr boat level right before the final level. At the beginning where all the bullets are being shot, I would stand in the middle of them and bounce from one to the other

There's no point in doing it if you're one player. because if you die theres no one to pop your bubble :)
