@crazygirls900 Eh, the police offer knows that nobody should be breathing that cloud of smoke, that recuse workers now have to find a way through that smoke, that more bystanders around leaves increases risk of incident, casualties and pandemonium and there is another tower that might be collapsing next in addition he himself is scared and has an adrenaline rush (fight or flight) so you can't expect him to be the most calm officer ever... He didn't do anything wrong in my opinion.
