First of all you can refuse an order in the military if it's an unlawful order (such as I order you to kill that civilian) and second of all if a combatant is wounded and is no longer able to fight in a warzone it is against LOAC (Law of Armed Conflict) to kill them.

Not all soldiers are like this, but killing a wounded fighter breaches the ROE specially when he isn't classed as a combatant. The defence needs to have a good look at there recruits and demand a higher standard of there soldier.

Honestly, I'd like some details before I judge these soldiers. Was that "injured Iraqi" some innocent civilian? Doubt it. If US soldiers are firing on an Iraqi, then it's safe to assume that he was a threat, possibly a terrorist. Perhaps their cheers were for the lives they saved by killing a suicide bomber.
Perhaps the injured Iraqi was a civilian, and the soldiers didn't know or didn't care, but this seems like an unlikely scenario considering the circumstances.
