It seems the Vorts are just fighting alongside humanity against the Universal Union, and are still observing Gordon's final confrontation with the "greater master" of it. The sharp spur of hope is that Gordon will help free the Vortigaunts once and for all. The grief comes from Gordon's necessary killing of Vortigaunt brethren, while the jubilation is the defeat of Nihilanth and all that other good stuff. :D
