Its popsloader by Sony and they sell ps1 titles for the psp from the playstation store. Homebrewers have made it so you can rip your own games and play under different popsloader versions.

It was downloaded from PSN, near the start, you can see a certificate utility, with Crash Bandicoote - no time limit, inside of it.

The certificate utility was part of the OFW 3.01 update.

Oh and I'm assuming you must have 3.71 and ABOVE, CUSTOM FIRMWARE! so 3.71M33 - 3.71 M33-4, and 3.80M33 TO 3.80M33-4, and 3.91 M33 to 3.91 M33-3, Basically all the PS1/PSX Eboots I have downloaded RUN FLAWLESSLY on the P.O.P.S which is essentially a built in Emulator for the PSP. but for this to work you MUST HAVE CUSTOM FIRMWARE!!!
