Having seen a documentary on recovery of disabled vessels such as this by the Dutch Company Smitt I would say they have the technical expertese to carry this operation sucessfully BUT the longer they are delayed by the Itallian Authorities the riskier the recovery process becomes.

All I stated is that the longer a wreck recovery operation is delayed the riskier the safe recovery is. IF it is delayed too long the Costa Concordia could slip into the much deeper waters near the island and then there will be an enviromental issue.

There should be no issue with letting the salvage company recover the oil and diesel while the search for people continues.

Believe it or not this is a proven method of removing heavy oil from disabled ships, this is because all oils float on water and by replacing the bulk of the oil with water the ballast of the ship is not affected, if they were to replace the oil with air in the tanks the ship would move off it's position and could float enough to cause issues when they try and recover the oil in the starboard tanks (the tanks fully under water).
