you do not need the hair gel, a lot of hair gels have alcohol in them as well, the trick works because the fire is fueled by the lighter fluid and the heat from the reaction rises at such a high rate that it does not burn your hand. Actually the hair gel provides virtually no protection from the heat, if u dont believe me then coat your hand in hair gel and grab a hot piece of metal, you will get burned.

no, it should be lighter fluid. other flammable liquids burn at a slower rate and evaporate more slowly so the odds of burning yourself (or your belongings) is much greater with other liquids. Also because lighter fluid is a much more refined flammable liquid it wont transfer onto your hands.
