This is so messed up, it depends if the window is still open, if you minimize it then that position doesn't count, or I like to use the double click on the edge shortcut to get it to the max height and that doesn't count as a "position".
It's also a problem for people who make shortcuts to specific folders because they want those folders to open in a specific way. THe fact that my view style for folders (small/med/large icons, thumbs, etc.) seems to be nearly global is also highly annoying.
That Explorer remembers its last state is not nearly as annoying to me as that the applications like MS Outlook and IE - NOT - remembering their last maximized and positioned state. For example, Windows + Left Arrow on MSO and Windows + Right Arrow on IE 9. They do not open up the next time in that position.

Your answer is simple, you are not opening folders, you are opening multiple instances of the same program (Explorer.exe). First, what you are asking would open another door for hackers to open windows "off screen"; furthermore, in a multi-monitor scenario, a simple screen layout change could put windows completely "off the screen". BUT-- if you insist: A HTML script could control window size and position, then all you'd have to do is put a shortcut to the script on your desktop.
Ugh, I hate this as well. Not to bring up the Mac vs PC debate but: this is why I love my Macbook... it's just more intuitive/easier to use than my Win7 gaming machine, which I love for it's better hardware and "get it done" approach.
BTW: A small workaround I found is pressing the Windows Key and the left/ right arrows. This will quickly arrange the windows on one side of your Monitor(s)
OK ladies, I just tried the new service pack 1 that has been leaked and it doesn't cure this problem one bit. I suspect the official release will be the same. It has cured a lot of other annoying things and has made it more stable. Being the alternitive to play my favorite games is NOTHING!!!!! I'll just keep on using shellfolderfix and continue to call Microsoft a bunch of FUCKING idiots because Vista and XP had problems with it so the solution is to get rid of it all together?

Look up ShellFolderFix.exe at Windows 7 Forums and the program is 100% free and does a great job of putting a band aid on this bug. I don't know if you can post links here and I have nothing to do with the guy who wrote it but he deserves thanks.
Just reading your post on the forums...I am about ready to switch back to Vista. This, and the whole media player thing, where I lost all of the key controls for forward/rewind, etc, in full screen. And having to always make it full screen. Who do these designers listen to anyway? Apple?

Yes, another great feature that Microsoft (or should I call them (Microshi*?) dropped from Windows 7 besides many others:
-"Views" of the different folders are not memorized
-You can't customize start menu to the degree you where able to under Win XP.
-More BSOD's than ever before!
-If you have mutiple HDD's be prepared for BCD Boot File error
-The default setting for search index will destroy your SSD in no time!
-Network PC's that operate other OS's are not always found

Windows 7 fixed many problems that Vista had, but there are still headaches. Hopefully, this will be fixed in the first Service Pack though.

I find this to be constantly aggravating. If this issue is not fixed, Microsoft will have lost me as a customer forever.
If this one issue is fixed, I will overlook all the other annoying things about Windows 7.
