Well if the video im about to mention is before steve hacketts time then you both are wrong. Its chet atkins. Go look at the video orange blossom special with chet. And chet also did sweep picking in his video with mark knopfler with chet atkins called instrumental medley.

this video nicely illustrates the evolution of his playing. I think he went to the finger tapping style because it allows him to make more complete music, both rythym and melody. very unique approach.

Stanley Jordan actually reminds me of Hendrix in the way that his rhythm is completely independent of the melody. (Hendrix used his voice for the melody, Jordan uses the guitar)

of the 2, hendrix and jordan, hendrix was the mack, melting many a honeycomb hideout; however, Jordan is the more physically and mentally healthy one of them, appearing in generally good spirits and good health. but as guitarists, both are truly innovative and fascinating.
This is one of the best musicians and in my opinion hendrix was an inovator of his time and stanley is an inovator of this time, but hendrix doesn't even got close to stanley's feet.
Hendrix could not play what Jordan does here --he simply does not have the accuracy, complexity and speed that Stanley does. Hendrix was amazing in his own right, but he was not a technician by any stretch and his phrasing abilities were very limited, especially compared to those of Jordan.

He knows more and is more skilled, generally speaking, than everyone you just mentioned.
All of those players are amazing though.
And those players are fans of other musicians as well; not just Holdsworth.
In case you haven't figured it out yet, there is no "best" in music, on any instrument.

This video was made after his career as a tapped began. Stanley developed his touch system in the early 1970s, incidentally.
